The Dutch skipper suffered a groin injury during Friday's victory over Estonia and had to be taken off.
Coach Louis van Gaal has replaced Sneijder with Adam Maher as the hosts chase a sixth successive victory in Group D.
The Netherlands are currently five points clear of their nearest challenger in the table.
