Oranje coach Louis van Gaal again opted to leave out the experienced duo having overlooked them for recent games.
On Sneijder, Van Gaal claimed the Galatasaray man "still has to be fully fit" while an attacking mindset explained the omission of AC Milan's De Jong.
Van Gaal said: "Against Estonia and Andorra we do not need to play with a defensive midfielder. And Nigel is still on the way back (from injury)."
The Dutch have a host of absentees through injury with Daley Blind, Jordy Clasie, Klaas Jan Huntelaar, Siem de Jong, Bas Dost, Karim Rekik, Ibrahim Afellay and Jean Paul Boetius unavailable.
Despite that, Van Gaal is happy with his selection, adding on www.ad.nl: "I have again chosen the best players at this time. I can see no better."
Holland have won all six of their qualifiers in Group D. They go to Estonia next Friday before travelling to Andorra four days later.
The Holland squad is: Kenneth Vermeer (Ajax), Michel Vorm (Swansea), Jeroen Zoet; Bruno Martins Indi (Feyenoord), Paul Verhaegh (Augsburg), Ron Vlaar (Aston Villa), Stefan de Vrij (Feyenoord), Jeffrey Bruma (PSV), Daryl Janmaat (Feyenoord), Jetro Willems (PSV); Jonathan de Guzman (Swansea), Stijn Schaars (PSV), Kevin Strootman (Roma), Rafael van der Vaart (Hamburg), Ruben Schaken (Feyenoord), Georginio Wijnaldum (PSV); Dirk Kuyt (Fenerbahce), Jeremain Lens (Dynamo Kiev), Robin van Persie (Man United), Arjen Robben (Bayern Munich), Ricky van Wolfswinkel (Norwich).
