Dmitry Sychev twice handed the visitors the lead but Bulgaria responded on each occasion through key striker Dimitar Berbatov.
Lokomotiv Moscow forward Sychev opened the scoring after just nine minutes when he pounced on a defensive lapse.
Berbatov replied only five minutes later when he drilled in from 20 yards after a free kick had been touched to him by Stilian Petrov.
Sychev, who was only a bit-part figure in qualifying, boosted his chances of a starting spot in Portugal by putting Russia back in front just past the half hour mark after good work from Igor Semshov and Dmitri Loskov.
There were a flurry of substitutions at half time and five minutes into the second period Russia fluffed a great opportunity to extend their advantage when Sergei Ignashevich struck the bar with a penalty after Vladimir Bystrov was felled by Predrag Pazin.
Bayer Leverkusen striker Berbatov was Bulgaria's leading scorer during the qualifying campaign and he demonstrated his prowess by equalising for the second time on 67 minutes with Petrov again the provider.
