The Euro 2004 outsiders were playing their last warm-up match before embarking on the biggest footballing event as a nation since the break-up of the Soviet Union.
The Azerbaijanis - who face England, Wales and Northern Ireland in World Cup qualifying later this year - gave their Baltic hosts a competitive contest.
Following a 0-0 first half, Aleksandr Starkovs's side took the lead when Dynamo Kiev striker Maris Verpakovskis (pictured) gave Latvia the lead eight minutes after the break.
However, the visitors drew level two minutes after the break through Emin Guliyev before a Gurban Gurbanov penalty with 16 minutes remaining gave Azerbaijan a 2-1 lead.
Latvia restored parity with eight minutes left as veteran centre back Mihails Zemlinskis scored a penalty of his own to complete the scoring.
The Latvians will now prepare for their trip to Portugal and their first match in Group D against Czech Republic on June 15.
