Inter Milan have been charged by federal prosecutors for improper conduct during the transfer of Goran Pandev from Lazio last January.
The Macedonia international, who joined Lazio in 2004, signed a four-and-a-half-year deal with Inter 13 months ago.
Inter officials Rinaldo Ghelfi and Marca Branca, and the player's agent Carlo Pallavicino, have also been charged individually.
Pallavicino is accused of brokering the deal without Lazio's consent, while Inter face the charge of overall responsibility, with Ghelfi and Branca accused of knowingly dealing with Pallavicino behind Lazio's back.
An investigation was opened at the request of Lazio president Claudio Lotito, who presented relevant documents to Italy's national disciplinary commission.
Pandev handed in a transfer request before the start of the 2009/10 season, which was turned down by Lazio.
The 27-year-old forward was then frozen out of the first-team squad before joining Inter and went on to help the Nerazzurri to the treble last season.
