The Bundesliga club are reported to have offered £1.75m for the former Germany U21 international, who is under contract at Augsburg until June 2015.
But Augsburg are looking for a reported £2.5m and Kreuzer hopes an agreement can be made between the clubs for the 23-year-old, who has also been linked with a switch to Hannover.
Kreuzer told BILD: "We have submitted an offer. It's serious and very, very good.
"The demands of FC Augsburg are too high, so to say. But we will have to wait and see how those next couple of days will turn out to be."
Meanwhile, Bundesliga 2 side FC Union Berlin have confirmed the Bosman arrival of keeper Mohamed Amsif from Augsburg.
The 25-year-old has agreed a deal until June 2017 after dropping down the pecking order at the SGL-Arena, playing in just two Bundesliga matches last season.
