Courbis, who assumed control at the Stade de la Mosson earlier in December following the departure of Jean Fernandez, admitted the club have a list of names they will be contacting.
Montpellier have not won since the first week of October, losing five of their last nine top flight outings, leaving them teetering on the brink of the relegation zone in 17th place.
Recent news of an injury to Djamel Bakar has caused Courbis to seek reinforcements, with the striker out for the season with broken knee ligaments.
Target replacement Cisse is currently under contract with Russian Premier League side Kuban Krasnodar, but Courbis admits he is willing to tempt the former Auxerre and Marseille forward back to his native France.
"Cisse? He is part of four or five players that could attract Montpellier," he told French radio station RMC.
"But there is financial problem with huge conditions. We are forced to get reinforcement as Djamel Bakar is out for the rest of the season."
Earlier in the month, Montpellier chairman Louis Nicollin hinted at the need for business in January; but warned if players were to come in, others may be forced out.
"Maybe we will have to get reinforcements in the winter. But if there is no departure there will be no arrival," he told L'Equipe.
