England's number one has a major part to play in the two World Cup qualifiers against Montenegro and Poland this month, but is facing pressure to keep his place in City's starting line-up.
Chief football correspondant for the Sunday Express, John Richardson, told Sunday Supplement that Hart is having a confidence crisis.
"City had the blow of losing the goal early on, but I wouldn't have blamed Hart for that goal personally," he said. "It was one on one with Lukaku and he got a hand on it, not a strong one, as against Bayern Munich.
"After that the whole side regrouped and the fans are behind him. He's having a confidence crisis, it's that simple. I think he knows deep down he's not playing well and goalkeepers are there to be shot at.
"I saw Sergio Aguero have two shocking misses in the game on Saturday, but no one notices because he goes up the other end and scores a cracking goal.
"Now if that had of been up the other end then the inquest would have started on Hart, but Hart is our best goalkeeper, so we've got to stick behind him."
Richardson also confirmed rumours that City boss Manuel Pellegrini doesn't see a long-term future with Hart in goal.
"Pellegrini, quite rightly, was offering words of support after game, but I know that he doesn't see a long-term future for Hart and would look to replace him.
"He's not going to shoot him down in public, so it's up to Hart to come out of this; he's confident enough to and he is still England's best goalkeeper.
"But City have been talking about Asmir Begovic and David Platt admitted, when he left with Roberto Mancini, that they would have bought Begovic and sold Hart if they were still there.
"There's also Iker Casillas who is out of favour at Real Madrid."
