Teeing off on the 10th at Blythefield Country Club in Grand Rapids, the 29-year-old offset a single birdie with a lone bogey in her opening nine holes.
However, coming home, she reeled off six straight birdies needing just 30 shots for her final nine holes.
Gal, whose sole LPGA Tour title came more than three years ago, located 14 greens in regulation as she bids to end a run of just one top-10 finish in her last 15 starts.
Her nearest challenger after 18 holes is world No 3 Korean Inbee Park who posted five birdies in a 66.
The leading Briton is Scot Catriona Matthew who opened with a one-under-par 70.
In-form American Michelle Wie withdrew before the opening round began.
