The world number six added to her opening 66 to reach 13-under-par with England's Felicity Johnson her closest challenger.
Four players are one stroke further back and they include German Caroline Masson, who needs a top-three finish to have a chance of denying Spain's Carlota Ciganda the Order of Merit crown.
Ciganda matched Masson's 68, however, to be only two shots behind her on six under.
Feng, joint overnight leader with England's Florentyna Parker, took control with seven birdies in the first 12 holes of her second round.
"My putting was really good," Feng said. "I think I have learned something from (South Korean) Inbee Park, who is our money queen on the LPGA Tour this season.
"I have played with her many times and know how well she putts."
Defending champion Lexi Thompson is six off the pace after shooting a 68.
