The German, in her rookie season on the LPGA Tour, had missed the cut in four of her five starts this season before finding her form at the Las Colinas Country Club in Irving.
Despite blustery conditions, Masson opened with a birdie at the 10th and picked up further shots at 13 and 18 before carding four birdies in her last six holes to cap a flawless first day.
"For some reason I feel like I'm playing pretty good in the wind," Masson said. "My win on the LET in South Africa was also in really, really windy conditions.
"I'm hitting it well, so I think the wind doesn't affect my ball too much, and that will definitely help me throughout the week."
Masson leads by two from Spaniard Carlota Ciganda, who also made seven birdies but dropped her second shot of the round at the ninth - her last - to return a 66.
World No 1 Park In-Bee is among a group of five players on four under which included England's Felicity Johnson.
Amateur Taylor Coleman also made an encouraging start with a three-under 68 just three days after qualifying for the tournament in a High School Shootout qualifier.
World No 2 Stacy Lewis, who must finish in the top five to have any hope of returning to the top of the rankings, bogeyed two of her last three holes to open with a disappointing one-over 72.
