Reigning champion Pettersen was again the player to beat at the Mission Hills resort's Blackstone course, carding a six-under-par 67.
The Norwegian eagled the par-five second and had a good chance for another at the sixth, missing from four feet as she had to settle for one of five birdies.
Minjee Lee, the 17-year-old Australian amateur, shared second place with Chung Ye-na, whose South Korean compatriot Inbee Park was a shot further back.
The world No 1, who made an eagle, three birdies and a bogey, was joined by Johnson and French pair Gwladys Nocera and Valentine Derrey.
Johnson birdied the first two holes and picked up further shots at the seventh and 12th in a blemish-free round of 69.
Compatriot Eleanor Givens was one of four players sharing 10th place on two under.
