Paraguay's Fabrizio Zanotti is third and will have four shots to make up in the final round after having to settle for a 72.
England's Adam Gee is in solo fourth after a 70 while compatriot David Horsey jumped up 42 places to tied fifth on five-under after a best-of-the-day 65.
Overnight leader Mikael Lundberg had a round to forget, carding a four-over 76 which included a double bogey at the third and five further bogeys.
That dropped him into tied fifth with Horsey, Matthew Baldwin, Simon Wakefield and Sihwan Kim.
Made his move
Luiten made his move with five birdies in an outward 31 before dropping his first shot since his 16th hole on Thursday when he three-putted from the back of the 14th green.
However, the 28-year-old Ryder Cup hopeful bounced back immediately with a birdie on the par five 15th thanks to a brilliant approach from a fairway bunker and added a seventh birdie of the day with a three at 17 after sinking a 35 foot putt.
A par three at 18 completed his 66 and gave Luiten a 54-hole total of 11-under.
Wiesberger's round followed a similar pattern with four birdies in an outward 32 and another at 10.
The Austrian, who won this title by three shots in 2012, bogeyed the 11th but further birdies 13 and 18, thanks to a 20 foot putt, left him just two off the pace and in position to regain the title.
Luiten said of his final round duel with home hero Wiesberger: "I know Bernd good, he's a good player so it will be a very good battle. There are a few more guys behind who are not out of it yet so it's going to be an interesting day.
"I'm in a good position here so I just want to finish it off tomorrow."
