Garrigus, a three-time runner-up on the US Tour in 2012, started with six straight pars in round two before launching a birdie blitz which saw him end the day on 14-under.
He reeled off four birdies on the spin between 7 and 10 and then made it 8 in 11 with further gains at 12, 13, 15 and 17.
Three clear at that stage, he bogeyed the last to end the day two in front of South African Jbe Kruger, who matched Garrigus' seven-under 64.
Overnight leader Troy Matteson found the going tougher on day two and is now four off the pace after slipping to tied third alongside Australian left-hander Greg Chalmers (66) after adding a 69 to his opening 63.
Tiger Woods remains in touch with the leaders after a 67 left him in tied fifth place - five shots back.
World number two Woods mixed six birdies with two bogeys in a round of 67 which left him at nine-under alongside Kevin Na (66) and Zimbabwean Brendon de Jonge (65).
Defending champion Bo Van Pelt, who made a disappointing start on Thursday, moved up to tied 11th after a 65 but Ryder Cup star Jason Dufner is now 36th of the 48-man field after falling down to two-under after a 72.
The co-sanctioned tournament features 30 US Tour pros, the top 10 in the Asian Order of Merit and eight sponsor's invites.
