The Northern Irishman is four shots behind American Horschel, who is seeking his maiden PGA Tour success, in a tie for fourth place after carding a one-under 71 in the third round.
McIlroy, who was a late entry to the tournament as he looks to find his form ahead of next week's Masters, had two birdies in his first three holes.
He was unable to maintain the momentum and slipped back after bogey fives at the fourth, 10th and 11th before moving back into contention with birdies at the 12th and 14th.
The world No 2 said: "For the most part it was just about trying to play smart and give yourself as many chances as you can.
"It was tough. I probably should have been a couple better but it's still a solid round and I still have a chance heading into Sunday.
"I felt yesterday was really good. Today was not quite as good but the wind made it tough to score. I feel like there's a low one in me for sure."
