"Parts of the track are waterlogged. It's raining now and there's no chance of the meeting going ahead," said Irish Turf Club officer Cliff Noone.
Waterlogging was also a concern for the valuable National Hunt card at Exeter but the meeting is on passing a second inspection at 10am.
The track was found to be raceable at an 8am inspection after soaking up 12 millimetres in the early hours, but the prospect of further rain prompted officials to take a second look.
Clerk of the course Barry Johnson said: "To be fair, we are still raceable now - there will be more rain through the afternoon but it is easing off and we can give it a go."
The card is sue to feature a clash between exciting young recruits Puffin Billy and Melodic Rendezvous in the Listed Bathwick Tyres Plymouth Novices' Hurdle.
