The triumph made it three straight home wins for Gerad Adams' Welsh side yet the Panthers away misery continues.
David Clarke opened the scoring at 23.33 to put Panthers ahead but the third period proved decisive as Birbraer levelled for Devils at 45.36 before pushing his side ahead on another powerplay at 48.02.
Coventry Blaze secured a 1-0 win over Edinburgh Capitals thanks to Ross Venus scoring his first goal of the season in the eighth minute.
It was a good comeback from Blaze who lost 3-0 to Sheffield Steelers on home ice the previous night, with the Capitals recording just a single win from their last seven games.
Meanwhile in the Challenge Cup Group A, a goal in the second minute saw Dundee Stars shut out Fife Flyers 1-0.
Bill Bagron's strike at 1.16 secured the victory for the Stars, who now have six straight home wins.
Sheffield Steelers edged a six-goal thriller in the Challenge Cup Group B to beat Hull Stingrays 4-2.
Jeff Legue scored the only goal in the opening period for Steelers at 10.01 before Colin Shields pushed the home side 2-0 ahead at 32.09 on the powerplay.
Matty Davies pulled one back for the Stingrays at 36.50, before Janis Ozolins set things level on the powerplay at 42.05. Matt Stephenson and Rod Sarich were also on target for Ryan Finnerty's Steelers to make it three wins from three games in their Challenge Cup group.
