After morning rain relented to allow a 39-overs per side contest at Sportpark Westvliet, Worcestershire's seam attack ran riot to dismiss the hosts in 23.2 overs.
Jack Shantry (3-26) and Gareth Andrew (3-9) each claimed three wickets, while there were two apiece for David Lucas (2-11), who dismissed Stephan Myburgh with the first ball of the innings, and Daryl Mitchell (2-10).
Tom Cooper (25) and Peter Borren (12) were the only Netherlands batsmen to reach double figures.
Worcestershire lost Moeen Ali (5) in the fifth over of their run chase but second-wicket pair Vikram Solanki (39no) and Phillip Hughes (12no) combined in an unbroken stand of 48 that saw the Pears across the winning line from the first delivery of the 14th over.
The Netherlands remain top of Group A with 11 points but Worcestershire are now up to second, five points behind but with three games in hand.
