Ogier was fastest through the second pass of Torsby by one and a half seconds from Mads Ostberg, although it was his Norwegian team-mate that was the main talking point.
Mikkelsen reclaimed the lead he had held overnight in the sixth stage, only slow down on purpose in the second run of Torsby to put Ogier back in position one.
"We could have chosen to take new tyres now, but then we would have used tyres tomorrow morning," Mikkelsen told the World Rally Championship's official website.
"I preferred to lose time here and have new tyres in the morning. It would have been nice to fight for the lead overnight but it's a long rally and that's what we must think about."
Ogier will have to run first on the road on Friday, while Ford's Ott Tanak enjoyed an impressive day to put him just 2.6secs behind third-place Vokswagen driver Jari-Matti Latvala.
Tanak has spent more than a year away from the WRC, but posted the fastest time on the second pass through Kirkener.
"We did some very small mistakes but I have such a good feeling," the Estonian said after stage five. "I'm just getting going."
