Ryan McGoldrick drew first blood in east Yorkshire and while Joe Arundel equalised for the Black and Whites, Danny Williams restored the City Reds' lead.
Substitute Aaron Heremaia's try and Danny Tickle's conversion brought it back to 12-apiece before Marc Sneyd's drop goal moved the visitors in front.
It looked like it might be a famous with for Brian Noble's side prior to Westerman crashing over in the 88th minute to break Salford's hearts.
The Reds took the lead after they crossed on the back of a massive 40-20 by Lee Gaskell. It was Gaskell again who supplied the finish with a neat inside ball seeing McGoldrick over, before Sneyd converted.
McGoldrick turned villain when he spilled possession in his own half and Hull took advantage on the next set.
Levelled
An outstanding grubber kick from Daniel Holdsworth found Arundel for the score. Danny Tickle levelled with the conversion.
Salford re-took the lead when excellent hands wide right saw Ashley Gibson supply Williams for the score with a sublime flick pass.
Sneyd converted from the touchline, before Hull regained some dominance with a Holdsworth kick forcing a drop-out.
Nothing became of the pressure but on their next attack Kirk Yeaman almost powered over but a wonderful tackle by Jordan Davies halted the centre.
At the start of the second period the Reds dominated and forced a drop-out from Theo Fages' kick. A penalty followed for the visitors from another dangerous kick by Fages, but on the next set a poor kick by Gaskell was cleaned up.
Dominance
Hull turned the tide and a grubber kick and tackle by Jacob Miller forced a drop-out for the hosts. However, Sneyd comfortably picked up a Holdsworth grubber kick and raced up field to halt the home side's dominance.
Against the run of play Salford almost extended their lead. Niall Evalds rose above Crookes to collect Sneyd's excellent kick to the corner but the winger spilled possession close to the line.
They were left to rue their missed opportunity when Danny Houghton sent Heremaia on his way to touchdown, and Tickle levelled with the conversion.
After Yeaman was penalised for a high shot on Gibson, Salford was given the opportunity to camp on their opponents' line. However, great right side defence from Hull saw Gaskell thrown into touch.
A great Jamie Shaul tackle then forced a drop-out for Hull with 12 minutes to go. After receiving a penalty Hull declined to go for the two, but a poor last tackle option cost them.
From a kick return Evalds broke up field for Salford, and eventually after one missed drop-goal attempt Salford took the lead with a Sneyd field goal, before Westerman crashed over 90 seconds later to give Hull the win.
