The Australian, 28, who joined Widnes last year following spells with Wigan and Hull, is now committed to the Vikings until the end of the 2015 season.
"Me and my family are very happy here," Phelps told the club's official website. "This club is growing and we're building. They are the two things that are very evident and you can see them immediately.
"Last year, we were wooden-spooners and this year we're progressing and if all goes according to plan, we could finish in a top-eight berth.
"(Coach) Denis (Betts) has got some good structures in place and the club is very sound from top to bottom. The core is very strong and it's important that we continue to work hard.
"Despite only extending for two more years, I still think that I've got another few years ahead of me after this contract expires."
Betts added: "We are looking at creating some stability within the squad and Cameron is a respected, well liked and valued part of the group. His experience and what he's done in the game so far is only going to help and enhance us.
"He's got utility value and has grown into the centre role, having played predominantly at full back throughout his career.
"Individually, I like working with him and I wanted to keep him here for a couple more years. It's great that he has committed to us, and I'm really pleased that he has taken this step."
