Castleford's England stand-off Rangi Chase is also thought to be arriving soon, with owner Marwan Koukash due to unveil restructuring plans, as well as other new faces, at a press conference next Thursday.
The 24-year-old Rapira is a bright prospect having joined the Warriors from North Queensland Cowboys, where he teamed up with older brother Sam, but has made only 14 appearances in three NRL seasons due to injury.
The former Junior Kiwi's 2013 season was ended by an ACL knee injury playing for the Warriors' reserve team, the Vulcans, in the New South Wales Cup in April.
Rapira said: "While I haven't played as much football as I would have liked here, I love it at this club.
"It's been a great experience but now I'm looking forward to testing myself in England, getting myself right and playing football again."
The announcement was made by Warriors general manager of football operations Dean Bell, the former Wigan centre.
"Steve has been a model professional throughout," Bell said. "The bad luck he has had with injuries has been unbelievable but he has still had a fantastic attitude despite spending so long on the sideline.
"We would have loved things to turn out a lot better for Steve and wish him and his family all the best in England."
Rapira is the fourth confirmed signing for the City Reds for 2014 following the capture of Warrington captain Adrian Morley, Melbourne centre Junior Sa'u and St Helens winger Francis Meli.
