The 19-year-old has come through the academy ranks at the KC Stadium and is currently in his second year as a full-time professional.
But with the Black and Whites already having Danny Houghton and Aaron Heremaia on their books, new coach Lee Radford has allowed Cunningham to move to the capital for 2014 to gain some first-team experience.
"This is a great opportunity for James to take the step up to the next level and play Super League week in-week out," Radford told Hull's official website.
"He has applied himself well in pre-season and was rewarded with a couple of pre-season matches and he played well. Now he has the chance to join up with the Broncos squad and push himself even further."
"It will also be a good move for him personally as a young lad moving away from home for the first time and adapting to a new environment."
Cunningham - who can be recalled at one-month notice - becomes the latest new addition for the Broncos, who are looking to add numbers to their threadbare squad ahead of the start of the 2014 campaign.
They had also signed young trio James Duckworth, Thomas Minns and Alex Foster on temporary deals from Leeds Rhinos for the year.
