Potter, who also coached the Catalan Dragons, was recently named as the Super League Coach of the Year for the second time following his heroic efforts at the cash-strapped Bulls.
However the Australian, who enjoyed a distinguished playing career in the NRL, is relishing the chance to make his mark on the Tigers.
"I'm really excited about this opportunity", he told the club's official site.
"The club has some promising young talent coming through the ranks, mixed in with some world-class players as well. The playing roster is full of potential and I can't wait to start working with the group.
"This role will be a big challenge for me but it's one that I will approach with lots of confidence and enthusiasm."
