Half-back Walsh has signed a two-year contract, with the option to extend for a further year.
The 26-year-old has played 107 NRL games for Newcastle and Penrith, scoring 274 points.
Saints coach Nathan Brown told the club's official website: "Luke is an exciting addition to the squad. He is a good organiser and possesses a great kicking game too.
"We are always looking to improve the team and I'm sure Luke will contribute to that. We are looking forward to having him on board.
"We would also like to thank Penrith Panthers for allowing Luke to be released from his contract to join us next season."
Walsh made his first grade debut in 2007 for Newcastle, before joining the Panthers in 2009.
He scored the opening try on his Panthers' debut and since then he has been first choice half-back, winning the club's Player of the Year award in 2011.
Panthers general manager Phil Moss commented: "Luke has made a wonderful contribution to the Panthers and will always be a highly valued member of our club. We wish Luke and his family all the best as they start their new life in England."
