France will be one of the more competitive teams at the World Cup and Kear knows a good display will gauge how they could fare at next year's tournament.
The Bradford Bulls man is hoping Wales can replicate their shock 12-11 victory in the 2010 European Cup decider in Albi which secured a place in the 2011 Four Nations Series.
"As a team, we are still building," Kear said. "We need to look at the bigger picture for next year, but still be competitive enough to go over there and beat France.
"This can be like a base line that we can go from because France are going to be one of the better teams in the World Cup."
Rugby league is on the up in Wales with more and more schools taking part and the 23-year-old believes the sport has a bright future in the county.
"Since Iestyn (Harris) took over - that was my first year - until now, rugby league has grown and grown in Wales," he added. "When I started, there were 20-odd schools playing rugby league, now there're close to a hundred. They're putting stuff in place at the grassroots level so it can only get better."
