Welsh led 9-6 at half-time but the Dragons ran in three late tries as they finished on a high.
Neither side had any chance of advancing to the semi-finals, with the Dragons having lost two of their three pool matches, whilst Welsh had lost all three.
The match was played in front of a crowd of just 500, one of the lowest in the competition's history.
Steffan Jones, the Dragons fly-half, at least had a match to remember, booting 27 points for his team, the first six in a desperately disappointing first half which saw the hosts turn around 9-6 up.
The Dragons made a bright start to the second half and were level within three minutes of the restart when Jones kicked his third penalty.
Gavin Henson came on after 51 minutes, and almost immediately Welsh scored the first try of the game, Ed Williamson driving over from a five-metre line-out.
Jones replied with three more penalties in quick succession to leave the visitors 18-14 ahead with 15 minutes remaining.
And the Dragons then went through the gears, Hallam Amos skilfully avoiding a weak tackle from Joe Ajuwa for a try which was converted by Jones.
Ieuan Jones and Jevon Groves added late gloss for the Dragons with tries, both converted by Jones who finished it with a last-minute penalty.
