Barnstorming forward Savage has become a mainstay of the Cherry and Whites pack after admitting he came into the season fearing for his place, with the arrival of Nigel Davies as manager bringing a deal of uncertainty.
But Davies took little time to decide that Savage was going to be a key member of his team and Savage is thrilled he has been rewarded by a long-term commitment.
"Tom's proof that you don't necessarily need to have been capped at U18 or U20 level, or come through an academy, to make it to first-team level," said Davies.
"He's got real talent, but he allies that with hard work, a genuine desire to continually improve his game and a willingness to play wherever the team need him to.
"I can't speak highly enough of his attitude and his performances this season. He's become an integral part of the squad and his new contract is a reflection of that.
"I'm very happy that Tom will be a part of what we're looking to achieve here at Gloucester Rugby over the next few seasons."
