The 31-year-old former Chiefs star joined Irish in 2005 but has been used sparingly this season.
After nine years with the Exiles and 24 international caps for Samoa, Tagicakibau has plenty of experience to add to his finishing ability, though injuries have had a significant impact on his game time over the past two seasons.
Irish have confirmed that the 31-year-old Samoa international will link up with the Cape Town side ahead of forthcoming games in Australia and New Zealand.
"He has been an outstanding servant for our club and he's asked for the chance to go and join the Stormers for their Super Rugby campaign," Irish rugby director Brian Smith said.
"We have a lot of options in our back-three currently, so we can afford to let him go to Cape Town to continue to play regular rugby.
"We have a good relationship with Robbie Fleck, the backs coach at the Stormers, so we know 'Losi' will be in good hands."
Tagicakibau follows in the footsteps of forward Jebb Sinclair, who had loan spells for both the Stormers and Western Province in 2012.
