Lee Williams is the lone survivor from the 2009 campaign which saw Wales claim a shock victory in Dubai.
Williams brings a wealth of experience to coach Paul John's squad with 30 World Series tournaments under his belt, with only Rhys Shellard (35) having played more on the international circuit.
Adam Thomas will captain the side which finished seventh in the IRB World Series last term while James Davies' selection rounds off a week of celebration for his family after his brother, Jonathan was named in the British and Irish Lions starting XV for the opening Test against Australia.
Alex Webber's prominent rise continues having started last season in the SWALEC League before being handed a chance by John in the second round of the World Series.
Cardiff duo Gareth Davies and Alex Walker both return to Sevens duty having spent time with the Blues last season while Rhys Jones is back in action following an injury which saw him miss the last two legs of the World Series.
Llanelli's Craig Price is also included alongside speedster Chris Knight while Jason Harries and Adam Warren join the squad following Wales' Test series draw in Japan.
Wales will face Uruguay in their opening Pool E fixture on June 28 before taking on Tonga and Figi the following day.
Wales squad: Adam Thomas (capt), Gareth Davies, James Davies, Jason Harries, Rhys Jones, Chris Knight, Craig Price, Rhys Shellard, Alex Walker, Adam Warren, Alex Webber, Lee Williams.
You can see the IRB Rugby World Cup Sevens on Sky Sports between June 28-30.
