France coach Marc Lievremont has named his provisional 32-man squad for the World Cup, with Sebastien Chabal among the names to miss out on the trip to New Zealand in September.
The 33-year-old former Sale number eight, who now plays for Racing Metro 92 Paris, was recently suspended for a fortnight after claiming that Top 14 referees are biased towards Castres and Biarritz.
He was also one of the six players dropped by Lievremont in the wake of France's shock defeat to Italy in the RBS Six Nations earlier this year.
Chabal is expected to learn his fate over his remarks about referees in the next 24 hours.
Toulouse centre Yannick Jauzion, another dropped after the Italy upset, has also been left out along with full-back Clement Poitrenaud, who has featured at centre for Toulouse for much of the season.
However, several players currently on the injury list have been included in the hope that they can get fit in time for the tournament.
Clermont Auvergne captain Aurelien Rougerie, who suffered a serious ankle injury at the weekend and is set to be sidelined for three to four months, makes the squad alongside club team-mate Thomas Domingo, who has a knee injury.
Fabien Barcella (Achilles) is the other long-term absentee on whose fitness Lievremont has taken a risk, while Maxime Mermoz and Dimitri Szarzewski are included as they continue to recover from long-standing shoulder and Achilles problems respectively.
Biarritz flanker Raphael Lafakia is the only uncapped player in the squad.
Lievremont must decide on his final squad of 30 by August 22.
