Saint-Andre has made seven changes in all to the team that lost 16-6 to Wales at the Stade de France, with Frederic Michalak dropping to the bench to accommodate Trinh-Duc, who makes his first start for Les Bleus in eight months.
Scrum-half Morgan Parra is preferred instead of Maxime Machenaud, while Vincent Clerc has returned from injury to start on the wing.
Wesley Fofana retains his place in the team but moves across to centre alongside Mathieu Bastaraud, while Thomas Domingo is preferred to Yannick Forestier at prop.
Benjamin Kayser gets the nod at hooker in place of Dimitri Szarzewski, who is named on the replacements bench.
Former Sale coach Saint-Andre has also shown faith in Christophe Samson, who has only one cap to his name.
The Castres player is selected at lock in place of Jocelino Suta, with flanker Yannick Nyanga taking the place of the injured Fulgence Ouedraogo.
France require a victory at HQ to revive their flagging Six Nations tournament, with the loss to Wales preceded by a 23-18 defeat to Italy in Rome.
"After two defeats in the tournament, we wanted competition and freshness in the squad," Saint-Andre said. "We have to have the freshness and enthusiasm.
"We will prepare a lot of fight in Twickenham."
The 45-year-old played down the decision to go with a new half-back duo, insisting there was nothing personal in dropping Michalak and Machenaud.
"We are making logical preparations for the next World Cup," Saint-Andre said. "And we cannot go to a World Cup with a single half-back pairing.
"We really wanted to see Francois Trinh-Duc at the start and it was not possible. In addition, they know each other well, he and Morgan Parra."
