Ireland wing Bowe and England centre Tuilagi missed out on Saturday's remarkable 23-21 first Test victory in Brisbane with hand and shoulder problems respectively - but will be pushing for recalls in Melbourne.
Standing in Bowe's way to a starting role are giant Welshmen George North and Alex Cuthbert, who both scored fantastic tries at Suncorp Stadium to help Warren Gatland's side edge home.
Gatland said in his post-match press conference: "Tommy Bowe is fit and available, he trained today and did contact."
In the midweek clash, the Lions face the Melbourne Rebels and Gatland may use the game to put Tuilagi through his paces, adding of the Leicester star: "Manu will be available for Tuesday. Having firepower come back and more options is hopefully going to be good for the next two weeks."
By contrast, the Australia squad suffered a series of setbacks during a brutal first Test - Christian Leali'ifano, Berrick Barnes and Pat McCabe all carried off in neck braces.
