Rush, the former Blues captain and New Zealand international, took over the duties after he was forced to retire from playing due to a neck problem.
However he has endured a difficult spell in charge - forcing director of rugby Phil Davies to bring in Powell on a short-term basis.
Davies told Wales Online: "Rob has come in and is working with 'Xav'. He will be here over the next three or four months.
"Part of his brief is tackle technique. He came last week. He will be down every week. He will be a good acquisition and support within the coaching group."
The 32-year-old Powell ended his long-association with rugby league in London after guiding the Broncos to just three wins from 20 fixtures last season.
However his first job has been to help tighten the Blues defence ahead of the must-win Heineken Cup clash with Toulon at the Arms Park.
