Stuart Barnes told Sky Sports News HD that leaking the report slamming England's World Cup campaign was the right thing to do.
The leaked report has added further humiliation to England's tournament run, with comments damming both players and coaches for their on and off-field exploits.
Players' union chief Damian Hopley has reacted in fury and disbelief at the 'disgraceful' leaking of confidential England World Cup Review reports in The Times, however Stuart Barnes believes that it will ultimately help sort out the obvious problems within the RFU.
"Sometimes leaks are very valuable," said Barnes on Sky Sports News HD.
"English rugby from top to bottom is suffering from a moral malaise and there are times when a leak is the right thing - and this is one of those occasions.
"We are in a desperate state but I think it is encouraging what has come out. It is encouraging in the utter despair of it," added the former England fly-half.
"We need a clean sweep of Twickenham. We have been bound by convention, by greed and an old boys network. This sort of stuff that we are reading in the paper is a wonderful opportunity to blow that all apart - if it means it leaves Twickenham looking like a metaphorical rubble for a couple of weeks, then fine, let's do that.
"Let's raze Twickenham to the ground and then grow again."
