Raphael Lagarde slotted his fifth penalty to give Agen a 22-20 lead with 10 minutes remaining, but Louw powered over with Bath's final attack to put the Aviva Premiership side top of Pool 4.
The home side look sharp in the early stages and opening the scoring with just three minutes on the clock when Benjamin Petre beat Dan Hipkiss to Lagarde's deft chip.
Stephen Donald got the visitors on the board with a penalty two minutes later before Lagarde restored the seven-point lead, but Michael Claassens pounced on a handling error from Opeti Fonua to score Bath's first try on 33 minutes.
Donald missed the conversion to leave the score 10-8 at the break, and another penalty from the reliable boot of Lagarde extended Agen's lead after the restart.
But Bath hit back with a well-worked score for Kyle Eastmond following a superb break from Nick Abendanon, and Donald added the extras to give the visitors the lead for the first time.
Lagarde added his third penalty before Donald replied with a try on 54 minutes, spying a gap in the home defence and bolting for the line, although he missed the conversion which looked costly when Lagarde split the uprights twice more.
But the home defence could not hold back Louw in the dying seconds, and Donald took his personal tally to 13 points with the conversion.
