AC Milan president Silvio Berlusconi insists he is powerless to prevent Kaka leaving if Manchester City continue their £100million pursuit of the Brazil star.

The Italian Prime Minister felt he had to sell star striker Andrei Shevchenko when Chelsea offered £30million in 2006 and fears he may now be forced to sell Kaka too.

The 26-year-old has been targeted by City following their lucrative takeover and is set to more than double his salary, making him the highest-paid footballer in the world.

Although Milan have not accepted an offer from City, they have given Kaka permission to speak to the ambitious Premier League outfit and Berlusconi believes Milan cannot compete with the money City are offering.

"Nothing is decided yet but it is very difficult to ask someone to stay and respect his contract when he has been offered such a huge amount of money," he said.

Morals

"You have to act in a moral way, like a big brother, as I did with Sheva. I didn't know how to say no to him when the offer came in from Chelsea.

"I've already said it and (vice-president) Adriano Galliani believes it too but my reasoning is clear: you can't say no to a lad who has a short career and who has the potential to earn much more than he is currently being paid."

"On the other hand, we can't raise his salary because it's already very high and we would have to raise the salary of all the other players as well.

"I would be sorry to see him leave but I don't know anything about the negotiations."
