Plymouth and Southend have both been charged by the FA with failing to control their players during last Saturday's fixture.
Eight yellow cards were shown by referee Michael Naylor over the course of an ill-tempered League Two game, and Plymouth midfielder and current caretaker-manager Carl Fletcher was given a straight red for violent conduct after grappling with Michael Timlin.
The incident triggered a mass brawl between the two teams at Roots Hall and the clubs have been pulled up for misconduct.
The clubs have been given until 4pm on Friday September 23 to respond to the charge.
