The Football League is awaiting a response from QPR before considering whether to take action for an alleged illegal approach for Blackpool's Kaspars Gorkss.
QPR tabled a bid for the Latvian defender last week but Blackpool have since lodged an official complaint against their Championship rivals.
The case could now be referred to a disciplinary commission and the Football League has confirmed it has the power to block the move if QPR are found guilty.
The disciplinary commission could then determine if the Loftus Road club should receive any further punishment.
"In the first instance QPR have been asked for their response to this complaint," read a Football League statement.
"Until they have responded and a decision is taken as to whether this matter is taken forward, we cannot comment further.
"However, under Regulation 66, any prima facie case would be referred to a football disciplinary commission established by the League.
"If found guilty, a club could be penalised by the registration of the player being refused, together with any other penalty the commission might think fit in the circumstances. The timescale for hearing any complaint will depend on the circumstances of each case."
