Dmitry Tursunov claimed his second title of the season with a 6-2 6-1 demolition of Germany's Benjamin Becker.
The sixth-seeded Russian won in Indianapolis earlier in the year and required less than an hour to finish off Becker, who was competing in his first ATP final.
The 79th-ranked German held serve for 2-2 in the opening set but it slipped away thereafter, as Tursunov took the next four games to take the set in 27 minutes.
The second proceeded in similar fashion but this time Becker was broken in the fourth game of the set as Tursunov eased to victory.
"I was playing well to say the least," he said. "It's a final, a big occasion. You don't want to come and play sloppy.
"I knew that I had to put pressure on him right away. Unfortunately it was a short match - bad for the crowd but good for me."
Becker had upset third seed Tomas Berdych and seventh-ranked Carlos Moya on the way to the final, but Tursunov was too good as he claimed a third career title.
