Frost has completed all the formalities to his takeover at The East of England Showground, which has taken a number of weeks.
The Panthers' new chief is now looking to the future.
"I have had to spend a disproportionate amount of my time on completing the purchase of the club's assets, which includes all the riders," said Frost.
"The club's future is now secure and we can start to concentrate on the immediate issue first by getting some badly needed points to avoid a relegation play-off situation.
"Fortunately we have several home meetings left and we will fight tooth and nail to win as many of them as we can.
"I really appreciate the patience shown by our supporters during this prolonged takeover period.
"They can now look forward to better times and more than ever we need their support and encouragement while we rebuild the club and aim for some silverware in the not too distant future."
Attendance figures have long been a source of concern to Panthers bosses and, despite a hat-trick of play-off finishes including the famous 2006 title triumph, attracting fans has been a problem.
Frost is well aware of the predicament and knows that bigger crowds and increased sponsorship are a must.
He added: "We need far bigger crowds to break even financially and also our riders will be encouraged to give better performances to a larger audience.
"One very simple way fans can show their support is to bring friends along to our meetings.
"The extra revenue generated will be used to strengthen the club, both in terms of riders and facilities.
"I thank all our existing sponsors and hope we can count on their support for 2009. Again we need more sponsors next season to rebuild the club and for future investment.
"All season ticket holders are also assured we will honour their tickets until the end of the season and we hope they renew them for next season."
