Friday's afternoon meeting at Kelso as been abandoned after the track failed a second inspection.
Officials had checked the course at 8.30am but opted to give it a further two hours in hope that there would be an improvement in the areas that were causing concern.
However, although some of the track is raceable, other areas were still frozen at 10.30 - forcing the meeting to be called off.
Clerk of the course Anthea Morshead said: "We have been watching the track for any improvement and the areas that do need to improve just aren't moving.
"The Met Office are now forecasting a high of three degrees and we have got thick cloud cover which is also keeping the temperatures down.
"The majority of the track is raceable but there are just a few areas and there's nothing in the forecast to suggest we will be raceable in time."
