Tuesday's meetings at Exeter and Newcastle will go ahead as scheduled.
Newcastle clerk of the course James Armstrong had been due to check the track at 8am but with temperatures remaining above freezing all night, there was no need for the inspection.
Armstrong said: "We are all fine to race here.
"We had a mild night as the cloud rolled in and the temperature never dropped below zero degrees."
The ground is currently described as soft, heavy in places.
Racing at Exeter finally got the green light after passing two inspections.
Having initially not planned to check the track, clerk of the course Barry Johnson was forced to inspect due to freezing overnight temperatures.
And although the first checks proved inconclusive, the course was passed fit at 10am.
Johnson said: "Racing goes ahead as we are up to three degrees now and it is forecast to reach seven degrees later in the day.
"Nearly all the frost has gone and we are looking forward to a good day."
