The Japanese team opted for a low-key car launch via their website, attempting to save money in light of the global financial crisis.
Toyota have not scored a single Grand Prix victory since their debut in 2002, a drought Trulli believes he can end in the coming season.
"I am a very confident person and I am always optimistic, so again this season I have high hopes," the Italian said.
"The important thing is what we do on the track, and I hope I can fight for Toyota's first victory. That is my dream."
Rule changes for 2009 include the introduction of the energy-saving KERS device, aerodynamic changes to encourage overtaking and the return of slick tyres after a 12-year absence.
Trulli, a Grand Prix winner for Renault, believes the raft of new regulations could produce a few surprise results.
Trulli added: "There are big changes and whenever you make changes like this, it is impossible to predict how it will affect each team.
"Toyota has the capability to adapt to these regulations as well, or better than, any other team so I am hoping it will give us a good opportunity.
"You can say I am cautiously optimistic, but one thing is for sure, there will be bigger gaps between teams next season and bigger fluctuations in performance."
"We have established the foundations and I believe we can build a winning team."
Jarno Trulli will be partnered with Timo Glock for the second straight year in 2009. The German driver provided the team's highlight of last season with a second-placed finish in the Hungarian Grand Prix.
