Both Watson and home favourite Doi broke serve once in the opening set in Osaka before Watson came through the tie-break 7-2.
The second set included a number of service breaks, much like 20-year-old Watson's quarter-final win over Pauline Parmentier.
But Watson eventually prevailed with a late fourth break to secure the second set 7-5 and with it the match, in a little over two hours.
Meanwhile, Chang of Chinese Taipei pulled off a huge upset to defeat Australia's Sam Stosur in the other semi-final, as she too made it through to her first WTA Tour singles final.
Stosur soon found herself a set down against world No 134 Chang before levelling the contest after claiming the second set.
But Chang, who knocked out Watson's fellow Briton Laura Robson in the quarter-finals, claimed a deciding set tie-break to win 6-2 4-6 7-6.
