The first name inscribed on the BRD Bucharest Open trophy is Romanian thanks to Simona Halep.
The new world No 3, who returned home a heroine after reaching the semi-finals of Wimbledon, encountered few problems on her way to claiming a 6-1 6-3 victory over Italy's Vinci at the Arenele BNR.
Halep entered the tournament as top seed while Vinci, the two-time US Open quarter-finalist, was second favourite for the prize and ousted Kristina Kucova in the semi-finals.
The Romanian, who saw off compatriot Monica Niculescu in the last four, hit three aces past Vinci and saved five break points on her way to clinching her eighth WTA Tour title.
Vinci has nine titles to her name, the most recent claimed at the expense of her doubles partner and best friend Sara Errani in the final of the 2013 Internazionali Femminili di Palermo.
