Johanna Konta will spearhead Great Britain's efforts to reach the elite level of the Fed Cup against Japan later this month.
Konta and Watson will play singles in the World Group II play-off clash, which takes place on hard courts at the Bourbon Beans Dome in Miki on April 21 and 22.
The team, captained by former British No 1 Anne Keothavong, is completed by doubles specialist Anna Smith and first-time call-up Gabi Taylor.
Britain are in the play-offs for the fourth time in seven years, having previously missed out on promotion in defeats against Sweden, Argentina and Romania.
Last year's clash with Romania was notorious for the behaviour of opposing coach Ilie Nastase, who was eventually banned for incidents which left Keothavong and Konta close to tears.
Keothavong said: "I am delighted to name our strongest possible team. We have been so close since 2012 and hopefully the fourth will be a charm.
"Women's tennis in the UK is at its highest point in over three decades and we now have eight players inside the world's top 250, led by Johanna and Heather. Japan will have home support and a very capable team."
Neither Konta or Watson has been in great form this year, dropping down the singles rankings, but Taylor has managed to win three lower-tier events and has climbed inside the world's top 200.
She was picked ahead of British No 4 Katie Boulter, while Naomi Broady made herself unavailable after a long-running family dispute with the Lawn Tennis Association.
