The US Open and Olympic champion had been seeded No 2 for the event behind defending champion Roger Federer.
The tournament starts on Monday and a statement on the event's website reads: "News reached Switzerland from the ATP Tour's European headquarters in Monaco that Murray had been forced to withdraw."
The 25-year-old from Dunblane has not played in the tournament since 2005 when he beat fellow Brit Tim Henman in the opening round.
It is the second successive year that injury has forced Murray out of the tournament.
He had requested a wildcard to play 12 months ago only to suffer a strained gluteal muscle shortly before his planned opener against Robin Haase.
Murray will now focus on the Paris Masters which begins next week, with the end-of-season World Tour Finals in London next month.
