Brands, the world number 153, had beaten fifth seed Jeremy Chardy earlier in the week and once again produced a fine display of old-style, one-strike tennis to add the scalp of Monfils.
He had to come from 5-2, 30-0 down in the second set and did so in some style, attacking the net at every chance while reeling five games in a row to complete victory.
"My mistake was maybe I focused too much on returning serve first and then trying to catch his backhand," said former world number seven Monfils, who is trying to revive his career after an injury-plagued 2012.
"Maybe I should have opened more on his forehand and then tried to get his backhand. But it was tough because he does not give you a lot of rhythm. He just is going for every point, I would say, a winner."
Brands will take on another Frenchman, Richard Gasquet, in the last four. Gasquet, the second seed, crushed Slovakia's Lukas Lacko 6-1 6-3.
On the other side of the draw, top seed David Ferrer also cruised through with a 6-3 6-0 victory against Italy's Paolo Lorenzi and will face veteran Russian Nikolay Davydenko after he beat Simone Bolleli of Italy 6-1 6-1 in his semi-final.
