The big-hitting Czech, who is through to the final of an ATP event for the first time, saw off Simon by a 6-2 6-3 scoreline.
Rosol brought second seed Simon's 16-match unbeaten run in the tournament to an end with an impressive display.
Now the 27-year-old, who is most famous for causing one of the biggest upsets in recent Wimbledon memory by beating Rafael Nadal last year, is just one step from making the biggest breakthrough of his career.
"I knew that I could beat him if I played good tennis," Rosol said on the ATP World Tour's official website.
"I'm happy because today my game was working really well. For sure, this tournament will always be in my memory since I reached my first final here."
Meanwhile, world No 87 Lopez, who knocked out Janko Tipsarevic in the last eight, overcame fifth-seeded German Florian Mayer in three sets 6-4 4-6 6-3.
The 29-year-old Spaniard, whose last title came three years ago at the Thailand Open, is relishing Sunday's final meeting against fellow unseeded player Rosol.
"I'm really happy right now. It's a long time since I played in a final," said the Spaniard.
"I feel really good. Every match here I've played three sets. So that makes me confident because I've been winning the matches in the last set."
